Senior Capture Manager – Federal Health IT

Job Summary

The Capture Manager – Federal Health IT is responsible for leading pursuits of strategic federal government opportunities Federal Health IT and Healthcare-focused clients. The ideal candidate should be knowledgable, experienced, and easy-to-work with, and possess a competitive nature and excellent communication skills, with the ability to lead, facilitate, persuade, strategize, and manage details. Experience leading captures within one or more of the following areas is required: IT, applications development, engineering, research & development, professional services, management consulting, and/or emerging technologies. The Capture Manager will primarily engage after an opportunity is qualified and a bid decision is made, through the final submission of the proposal, working in lock-step with the Proposal Manager. As required, the Capture Manager will lead the strategy to respond to post-proposal questions, ENs and FPR from the government. The Capture Manager is expected to provide strategic direction to increase win probability at every stage of the engagement.

Essential Duties and Responsibilities

  • Create, communicate, and execute an opportunity-specific capture plan
  • Regularly brief senior leadership on the health of the capture
  • Escalate any resource needs, deficiencies, or problems in a timely manner
  • Clearly communicate the capture plan to the team
  • Responsible for timely delivery of tasks and documentation
  • Support teaming efforts including strategies, discussions, negotiation of teaming agreements
  • Support BD in crafting and executing client call plans and messaging
  • Support driving to the winning solution —closely collaborating with the solution architects, subject matter experts, operations, and program management team
  • Support driving to the winning price —closely collaborating with team members from program management, operations, pricing, contracts, competitive intelligence, price-to-win, and pricing strategy
  • Support the production of a compelling, compliant, and differentiated proposal response encompassing the win themes and discriminators — closely collaborating with the proposal manager, volume leads, writers, and graphics artists.

Knowledge, Skills, and Abilities

  • In-depth knowledge of the BD life cycle (BD, capture, and proposals) and the federal procurement system
  • Knowledge of various acquisition strategies, contract vehicles, and contract types
  • Excellent leadership and management skills
  • Well-honed verbal and written communication skills

Senior Business Development Consultant – Federal Health IT

Job Summary

The Business Development (BD) Consultant – Federal Health IT is responsible for identifying and qualifying strategic federal government opportunities for Federal Health IT and Healthcare-focused clients. The ideal candidate should be knowledgable, proactive with a positive disposition, communicative, easy-to-work with, and goal-oriented. The BD Consultant should have experience building Federal Health IT pipelines and networks. Experience pursuing opportunities within one or more of the following areas is required: IT, applications development, engineering, research & development, professional services, management consulting, and/or emerging technologies. The BD Consultant will primarily engage in early opportunity identification and qualification after the initial “pursue” decision is made, and will engage with the capture and proposal team to ensure that client hot buttons are addressed with a compelling story and win themes. As required, the BD Consultant will participate in proposal reviews to provide context on key sections such as the Executive Summary, and introductory narrative to Management, Technical, and Past Performance sections etc. to ensure that the clients’ hot buttons are being addressed. The BD Consultant should have experience engaging with key federal health clients, partners, and contract vehicles supporting Federal Health IT agencies e.g., VA, DHA, FDA, CMS, CDC, HHS, NIH, etc.

  • Craft and help execute client call plans and messaging
